Progression between levels 13 and 14 seems out of order

I feel like when I play levels 12 - 14 this is the progression of learning the various mechanics of this world:

Level 12 - learn how to gently tilt the device itself to position the goal drops for collection
Level 13 - I now need to deal with flip relative drops while using what I learned in level 12
Level 14 - This is just a more difficult version of level 12. What I learned in level 13 does not apply here.

What do you think about the progression from level 11 to 12? Was it too big of a step? I have concerns about the density of blighted Carbon drops on level 12. May be a bit much for the player right off the bat.
